(Enigmatica 2: Expert) My flue gas/water heat exchange just isn’t working. Any suggestions?

The lever next to the fluid pump is on, the lever on the heat exchanger is off, both of the pipes are connected to blue input slots, and the 3rd pipe is output to where I expect the steam to go. What am I doing wrong?
