Abigail’s Flower still needs space to grow, a lot of those graves are too close to each other or another block (or a torch) for Abigail’s Flower to spawn.
Also RNG, there are a few spots where it can grow here, but depending on your luck it can take quite a while.

Right now, you have about 20 blocks the flower can spawn.
Space your graves out 20 blocks apart. You don’t need a full graveyard biome. The flower will grow on most grass within 10 blocks of a grave.
