The candelabras might be causing an issue? Try using lanterns.

It is your floor space. An NPC needs 1 solid, uncovered block of floor to stand on. You do not meet that requirement. Literally make each room 1 block wider and dont put anything there and it should work

The NPC needs a free block to walk on, place the workbench and or chair on a platform near the ceiling

Maybe its the platforms on the side? I’ve seen and used this housing design a few times but in all those times i’ve never had the platforms on the side/ the inside of the housing was never accessible, normally you access the npcs from below.
Build them a few blocks up (so you can walk underneath) and have the floor like this: replace the left and right blocks (that aren’t part of the wall so the blocks under the chair and under the right side of the crafting table) with platforms and replace the platforms in the wall with solid blocks, that should work

I would guess floor space they need room that has no chairs or workspace to stand if I were u I would but the table and chair high up on a platform and leave the floor empty

this could mean:
‘no suitable solid blocks to even begin the home tile score check’
‘**home tile score result is 0 or less**’
‘no acceptable place for npc housing flag'(this is rare reason)
simplified rules: (**not fool proof because of ‘home tile score’ calculations**)
a home tile is a 3 block wide section of floor, with the center tile being a solid block(not a platform).
no other solid blocks in 3×3 area above the home tile. (this is where NPC teleports to)
no doors or chests in 5×4 area above the home tile (this greatly effects the home tile score)
possible chest exception, still requires the no doors rule:
no objects of any kind in 1×4 line directly above the solid block
(nearby chest will reduce score to 1. no objects above the home tile keeps the score at 1)

the narrow room is reducing the score result some from the house’s frame on the exterior of the 5×4 area above the home tile,
alone that is usually not a big enough issue to drop score to 0.
**the number of tiles occupied by objects in 1×4 line above the center solid block**(the “home tile”) is further reducing the score result by 15 points per occupied tile,
dropping the result total to 0.
