If you can’t get a perfect answer I’d give iridescent brick wall + deep light blue paint + illuminant coating a shot and see if it’s close.
But, based on how the color changes, I think they actually used gemspark wall and that’s actually block in front of the gemspark wall. You can see it go from light blue to teal to green and stuff.
In any case you can achieve this look in those 2 methods, for walls just slather it with illuminant which sets the lighting to 100% (wall glows), or put gemspark walls up and place blocks in front (which makes the blocks glow).
Wish I could tell you the actual block but it’s compressed enough on my phone that I’d have a hard time figuring out the difference between iridescent brick and gold brick, but those 2 tricks might let you try something close yet different
