Some people do and it is extremely useful for people who want to make a livable and practical nether base. It is quite often something people do as a challenge to live primarily in the nether and only go to the overworld for things that can’t happen or spawn or generate in the nether.

I’ve used them in the same version they were added and nether again. The problem is that it’s more practical and cheaper to just make a portal and put a bed in the other side.
