I've been seeing this crow for some time now, and I have no idea how to get to it! The thing next to it intrigues me, but I can't reach it. I can't break the bushes, I can't break the pillar, I can't walk behind the bushes. Is this a bug? Am I missing something maybe? It keeps dancing and taunting me. (｀□´)

He only shows up if you lost an item you can’t get back any other way. Approach him from the bottom and he should offer to sell that item(s) back to you.
its a shop that sells unique items you lost (e.g. the soda machine), you can reach it by just clicking on it
Understandable. It’s not a normal NPC. It’s a “shop” of missing unique items. Approach it like you would any NPC standing behind a counter
I’ve never seen this. If I lose something important I always reset the day.
