Did they already take a bunch of bread? Make sure Mon griefing is set to true

I am not an expert in this but here are a couple possible issues, which I have run into on my own lol
* You (or the server you’re on) could have mobgriefing disabled. This prevents villagers from picking up any bread, thus they can’t breed
* I think they also need to be traded with a little to be “happy” enough to breed? From my experience though, it’s finicky as all hell

Is there anything nearby scaring them?

Last time I made an underground village I remember needing to have direct sky access. Can’t remember if it was for breeding or having to do with jobs/trading, but that would be my guess.

Three reasons:
1. ‘Cause you’re watching and they are embarrassed
2. ‘Cause the unemployed guy is jealous and told the Librarian that they’re FAT
3. How many work blocks do you have? *It is not meant to be this way*, but I have had villagers not breed before if there is no spare work block. I’ve had it happen twice in 1.21.8 and 1.21.10.
Obvs the first two are jokes, the third might be serious.

There has to be enough _unclaimed_ beds nearby for the baby villager. If you have other villagers nearby they might’ve already claimed the beds.
And what others already pointed out, mob griefing has to be on for villagers to be able to pick up items (food)
