That's probably because it's just the copper sword part of the Zenith.
I'm 100% sure that the true copper short sword does less damage because it's just the Zenith with every other sword removed. Obviously 1 sword should do less damage than than the whole set that makes the Zenith.
Actually, if you think about it. A lot of ppl complain the zenith is overpowered. And this is the perfect weapon since its not as broken and still as fun to use as a zenith.

The dps doesnt compare to the joy and whimsy of beating things with copper
