Grass starter (lots and lots of it) and the 3 types of stone paths go a long way into making Pelican Town better looking and a bit more "livelier" than it's original iteration. After upgrading Pam's and Penny's home I really want to spruce up that area.
Thanks to u/wickedychickady for her post on NPCs paths around town. I was able to place some benches and tub o' flowers without them getting destroyed. I'm holding off placing lamps as the town has it's own unique ones that isn't currently craftable.
