The achievement may not have been updated to count the seed spot crops when they were introduced.

Because the achievement was created in an earlier version of the game, it only counts the crops that existed in that version. The wiki has the full list of crops that count

Squash/broccoli/carrots and powder melons may not count towards the achievement? I know theyre not needed for the 15 of each so…maybe?
If you go to the notes section on the achievements page of the wiki it shows you the 28 crops that are needed for the poly culture achievement and then specifies that any of those crops, plus 5 more options count for monoculture.
I put in a lot of effort to ship 15 of every. Single. Crop. For poly culture and was definitely a bit annoyed when I learned that only 28 of them actually mattered for the achievement 🙃
