Personally, I think it’s completely accidental. Sebastian sometimes makes requests for things he wants to throw against the mountains. I think when he does it, sometimes it breaks the rocks and they just happen to fall on Linus’ tent.

People theorized that it was just falling debris when a train was passing through. It also might be visitors coming into town messing with him since there’s a train station there. It’s definitely not the townspeople.
