The lore behind this is that there is a war between a faction called the STATESMEN and the Council of Owls. The Council of Owls won a battle in which they destroyed a bridge, causing a train full of Statesmen soldiers and supplies to plummet into the river below and get washed away: this victory allowed them to create an underground base of operations without being found by the Statesmen.
Honestly, if I got rid of all the underground elements, this feels like something that Hypixel would've made in like 2015 for blitz survival games or tnt tag, or in 2019 for a hypixel skyblock island
