But, I believe you do need to beat Skeletron in order for the Lunatic Cultist to show up at the dungeon. May not have to be during pre-hardmode, but the skull's still required.
I think prehardmode tries to teach you about the game with exploration finding new things and biomes, experimenting with housing all that. Hardmode is where it gets more into the mechanical skill of the game, hence why they give so many more mobility options and progression is more locked behind bosses
The whole time I thought the final point would be “hardmode should be as non-linear as pre-hardmode” and I was like you know what I see it. The fun of pre-hardmode is that you can progress in any way you like and that is lost in hardmode. Then you were like they should make prehardmode as linear as hardmode and I was like NOO

Yeah but you can go boss to boss in hardmode the bosses drop loot for the next step of progression
that makes pre hard more way too linear.
pre hard mode is supposed to be open ended that is the point.
so by the time the player can fight the wall of flesh you think your some hot shit only to get dumpstered by the first hardmode enemy you see

Can't you just set up a hoike on golems door, skipping the mechs and plantera entirely?
You can spawn moonlord on a fresh world I believe

I'm pretty sure the voodo demon and the cultists won't spawn unless skeletron has been defeated
