In the Game Lore, it states that the Moon Lord, which is itself Cthulhu in the lore, was hiding on the dark side of the moon to heal from its injuries after the battle against the Dryads. It also states that the boss wasn't as strong as it was during its prime, but it was healing by itself, and through the help of the cultists, as seen with Skeletron Prime and The Twins, both made to restore the Moon Lord to its full power. Which makes me wonder how powerful the Moon Lord would be if it actually healed to the max? Would the Terrarian even be able to beat it?

I would say if he could obtain solar armor and zenith PRE-ML then yea, he could beat it, otherwise no the terrarian would just evaporate in his presence
well it depends on whether he gets his legs back!
The Moon Lord is stated to have threatened the fabric of the universe in his prime.
Now, it is arguable that he is within that range of power when he returns depending on how you scale him. But, if not, then the Terrarian is going to need post Moon Lord gear to defeat Moon Lord.
