I've seen these 'old chest' decorations in different places, mainly underground. Is there a tool to place these like you can with pots or rubble? If so, how can I find this? Thanks.

Yes, it’s the rubble maker sold by the goblin tinkerer. That along with some more decorative tools sold by the wizard the demolitionist would be great to have
Pretty sure you can use Rubblemaker from the Goblin Tinkerer to place it
Other people have said you can do it with the Rubblemaker, but if you want more specificity, it’s rubble under the large category and placed with Wood.
