Put a few always on command block over the area that run that filter kill command continuously and disable the chat messages with /gamerule commandblockoutput false
If you want advanced you can create a command block that whenever is loaded copies itself in place of the bottom bedroxk wherever the player is, effectively spreading everywhere they go, like a virus. But probably easier is to just use the command to keep the chunk loaded where the command block is, /forceload
