The last tooltip on the "wings" I'm pretty sure is a remnant from prior to 1.3 when dev items would harm the player when worn by non-devs, but I could be mistaken
I wouldn't really say the hover thing makes it weirder than other wings. The celestial starboard and shroomite hoverboard can do that as well. However, it's the only set of developer wings that can hover, which is kinda unique.

Terraria has always had corny band kid humor. So I always let it slide, especially when you have stuff like "the shroom goes vroom".
They should really do that floating item mechanic with the hoverboard
