If I'm remembering correctly, Dobson is from a cut bus scene that would play when you first start a new farm, on which you have the opportunity to talk to Haley as well as Dobson, who is on his phone. I might be remembering this wrong though, so do your own research and correct me if I said anything majorly incorrect!!
