Rain!
Could be rain or your spouse. Also, you don’t have to water them, nothing bad will happen if you don’t. I do it anyway.
Do you have as many pets as you have bowls? If you don’t have a pet assigned to the bowl, it will stay full, as no pet is drinking from it.
