Yes stronghold always generate in a concentric circle with 3 stronghold in the first ring for a total of 128 stronghold.
Originally there were only 3 stronghold in a minecraft world but worldgen made it so it was not so rare to have the 3 portal disabled in a way by another structure overwriting it. So they changed it and made a total of 128 portal room as to avoid a case where a seed would be completely cut off the end
As you can see under the generation tab, the strongholds generate in concentric circles around 0,0, with the closest ring having 3 strongholds and the furthest one having 9 (funnily enough, the one before that has 36, so idk why the last one only has 9)
