I've been paranoid about creepers purposefully going up high to ambush players for ages. I accidentally got it on film so decided to make a "crime documentary" style skit for it.

    In your case it looks like the creeper just wanders uphill and doesn’t actually pathfind to you until you’re right below it

    if you want a serious answer:

    this stuff happens due to a combination of how mobs like to go to high places (pathfinding rules, slightly complex topic) and the fact that creepers will *willingly* drop themselves off a cliff onto a player; furthermore, code exists in the game for creepers to shorten their explosion timer based on fall damage
